Addressing Harmful Gender Stereotypes:

Application of Behavioural Insights

This report presents the findings from an innovative behavioural insights experiment designed and conducted by CVE Insights, in collaboration with UNDP. The study assessed the impacts of a tailored behavioural intervention on reducing harmful gender stereotypes in Uzbekistan.

Gender equality and women’s empowerment are essential pillars of fair and sustainable development. These efforts are also critical for effectively preventing violent extremism. 

​

To maximise the impact of gender policies, it is crucial to address not only legal considerations and the provision of services by government entities but also the deeply ingrained social norms and community beliefs. Gender norms are not learned through government legislation; they are learned in social settings, often from a very young age, and are particularly influenced by parental attitudes. 

 

In this context, innovative approaches to prevention, including the use of Behavioural Insights, are gaining more prominence due to their demonstrated impact and practicality.

The report, Addressing Harmful Gender Stereotypes: Application of Behavioural Insights, developed in collaboration between the United Nations Development Programme (UNDP) and CVE Insights, presents the findings from a behavioural insights experiment conducted in Namangan, Uzbekistan.

 

The study examined the effectiveness of a behavioural intervention in transforming the deeply entrenched harmful gender norms, and  demonstrated how the application of behavioural interventions can create meaningful change by tapping into intrinsic motivations and leveraging the influence of trusted community figures.

 

The results from this pilot experiment revealed a significant shift in attitudes and behaviours, particularly in increasing women's agency, garnering men's support for gender equality in work and education, and reducing the acceptance of intimate partner violence.

This report offers a practical, evidence-based foundation for policymakers, practitioners, community leaders, and relevant stakeholders to replicate, scale, and build upon. It is a valuable resource for those committed to fostering a society where gender equality is not only legislated but also woven into the fabric of cultural and social life.
